New councilmember urges code of ethics and requests strategic plan, operating procedures and MOUs

During council comments at the Jan. 6 meeting, newly seated Councilmember Wellington Butler delivered a prepared statement emphasizing the council's policy-setting role and asking colleagues to commit to collaborative governance.
Butler outlined four priorities he said define a "fit" councilmember: (1) the council's primary role is to set policy and direction while the city manager or clerk manages day-to-day operations; (2) respect for the division between policymaking and operations; (3) consistent communication through the city clerk/manager so all members receive the same information; and (4) fiduciary duties of care, loyalty and obedience. Butler said he "do[es] hereby commit myself to the TEAM effort" and invited fellow councilmembers to voice similar commitments.
Butler asked the clerk to provide copies of Sedan's Strategic Plan, the city's Code of Ethics for council members, standard operating procedures, and memoranda of understanding with entities operating on city property for which Sedan is liable. He requested that his comments be added to the official meeting minutes.
