Sedan Council swears in three members and appoints Kathy Miller as council president

The Sedan City Council convened Jan. 6 at 5:30 p.m. with Mayor Bryan Blankinship presiding; Adam Clark, Crystal Wade and Wellington Butler took their oaths of office.
Adam Clark stepped down from the council president position and made a motion to appoint Kathy Miller as the new council president. Angela Evans seconded the motion and it carried with 0 Nay to 6 Yay votes.
The council approved several routine agenda items: an amendment to add Community Development Block Grant (CDBG) bid openings, approval of the amended agenda, approval of minutes from the Dec. 16, 2025 regular meeting and the Dec. 30, 2025 special meeting, and payment of bills totaling $107,709.63. Each of those motions carried with 0 Nay to 6 Yay votes.
City Clerk Lana Smith gave the council the cash carry-over and revenue/expense reports and noted roof bid awards are pending receipt of company registrations with the Attorney General's office, proof of general liability and workers' compensation insurance, and surety bond documentation.
The council adjourned at 7:10 p.m.
