Snake River board adopts multiple policy updates tied to state bills on transportation, procurement and sex education

The Snake River School Board voted Dec. 17 to adopt a slate of policy updates recommended by the Idaho School Boards Association (ISBA), including revisions prompted by recent state legislation.
Board members approved second readings and final adoption of Policy 2320 (Health, Sex Education, and Human Sexuality), which includes added language clarifying that instruction on sexual orientation and gender identity must be age-appropriate, developmentally appropriate and in accordance with state standards. The update implements language ISBA added after questions about statutory compliance under HB 352.
The board also adopted updates to procurement policies (7400 and 7403) that allow the board to set a micro‑purchase threshold of up to $10,000 and add contract types such as cost‑reimbursable and line‑item bidding; these edits align purchasing procedures with State Department of Education guidance.
A set of transportation-related policies was updated to reflect HB 396. The revisions broadened references from “school buses” to “district or charter school-provided transportation” or “other authorized vehicles” where appropriate; they add or modify requirements for vehicle marking, inspection, passenger lists, emergency drill rules and driver training. New Policy 8103 (Vehicles Other Than School Buses to Transport Students) and Form 8110‑F (Safety Busing Measuring and Scoring Instrument) were included in the approvals.
Carol Hepworth moved to approve the second readings; Josh Sorensen seconded. The board voted 4–0 to adopt the listed policy updates. Additional transportation‑related policies (8130, 8140, 8170, 8180, 8185) were approved on first reading.
Superintendent Mark Kress presented the changes as ISBA recommendations and noted they are intended to align district procedures with state law and department guidance. The minutes do not record public comment on the policy items; board members voted to adopt them without amendment.
