Regional economic development official urges feasibility study, public input for Enders project

Molly Berseris, an economic development representative with 4CASI covering Bear Lake, Caribou, Franklin and Oneida counties, briefed the City Council on potential next steps for the Enders facility on Jan. 21 and urged the municipality to pursue a feasibility study and strategic planning process.
Berseris described services 4CASI can provide to support small businesses, workforce development and Main Street initiatives and recommended drafting an RFP or RFI to identify consultants, developing cost estimates and convening public input sessions. She said options to be studied should include feasibility, strategic planning and, in the longer term, exploring a potential state-park designation as one use-case for the property.
Council members acknowledged the need for a detailed plan; Mayor Paul Gritton and council members signaled support for Berseris’s suggested approach. The council asked staff to draft a scope that includes public engagement and cost estimates and to return with specific recommendations on how to proceed.
Berseris also mentioned tours and community outreach already completed and recommended an initial feasibility step before committing to major capital decisions. The council did not take a final vote on a contract or expenditure at the meeting; members instead directed staff to prepare an RFP/RFI and plan for public engagement and cost estimates for future consideration.
