City says upper Ledger Creek trail will open while Army Corps orders halt lower work

He said the Corps had issued a cease‑and‑desist order for the lower section; city staff will complete the work on the upper reaches and follow up to resolve the order affecting the lower reach.
Council members heard the update but took no formal vote; staff did not provide engineering or permitting details at the meeting and said they will follow up as they coordinate remediation and any required permitting actions.
