Board staff briefed the actuarial committee on House Bill 406 and an employee-funded 13th check that public commenters and members had urged the board to support. Staff member Ed said the board and its committees had received more than 700 public comments asking support for HB 406 and that staff and GRS had completed the necessary analysis to implement a payment if the General Assembly authorized it.
"We worked on this very, very hard," Ed told the committee, saying the board had prepared numbers and a plan that would require only minimal additional work if legislators restore authority. Ed explained HB 406 would have created an exception to the planstatute that otherwise allows an additional payment only if the plan is 100% funded or the payment is prefunded.
Ed reported that when the conference committee produced the budget package, the 13th-check provision did not survive; however, he noted lawmakers have a brief post-session window to enact additional measures during the veto period, and the boardwill be ready if that occurs. No motion was made to take any action at the meeting, and the committee offered no formal direction beyond readiness to implement if authorized.
Sherry read two written public comments into the record in support of HB 406 from Perry Murphy and Lee Kimber. Committee members expressed disappointment the legislative package did not include the provision but praised staff and GRS for having prepared the analysis.
What happens next: Implementation would require legislative authority. Staff said no additional board work would be necessary if the legislature acts; the committee will monitor the legislative window and return to the board if and when authority is restored.
