"Low bid is low bid," she told commissioners, and staff will review line items to confirm responsiveness before awarding the contract.
On the Victor pump station property, Swanson said the reversionary clause in an earlier grant/agreement applies only to a thin L‑shaped strip that had been added later, not to the entire parcel that was originally granted to the Victor Improvement Club. She recommended a simple release for that small strip if the county wants to be cautious; commissioners generally supported moving forward.
