River Ridge CDD appoints Keith Merrill to vacant seat, adopts officer elections

The River Ridge Community Development District on Oct. 22 unanimously appointed Keith Merrill to fill the unexpired term for Board Seat 1 and then adopted a resolution electing board officers.
Keith Merrill, a longtime Pelican Sound resident, was nominated by Board Chair Bob Schultz and the motion to appoint him was seconded by Robert Twombly. The Board voted "with all in favor," and Cleo Adams, the district manager and a notary, administered the Oath of Office. Staff and counsel then reviewed mandatory ethics training, Sunshine Law requirements, public records obligations and the Form 1/financial-disclosure and Form 8B conflict memorandum processes for newly seated members.
The Board next considered Resolution 2025-01, which the Board adopted to elect officers for the coming term. Kurt Blumenthal nominated the slate that the Board approved: Bob Schultz as Chair; Terry Mountford as Vice Chair; Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The resolution also removed James Gilman from an assistant secretary role and left several prior staff appointments unchanged.
The appointments and resolution were recorded as motions and carried unanimously. Chair Schultz thanked Kevin Ofenloch for his willingness to serve before the Board made the appointment.
The Board’s actions establish officer roles and add the newly sworn supervisor to upcoming responsibilities; staff noted training and statutory filings required of public officers would be completed following the oath.
