River Ridge CDD adopts FY2025 budget and assessment roll, approves goals under new state reporting law

The River Ridge Community Development District board unanimously adopted its fiscal year 2024-25 budget and certified its special-assessment roll at a hybrid meeting on Aug. 27, 2024.
District Manager Chuck Adams told the board the budget in the published agenda contained errors and that staff made scrivener corrections, including a revised description for street sweeping. After a public hearing with no speakers, the board voted to adopt Resolution 2024-07, authorizing the annual appropriations for the fiscal year beginning Oct. 1, 2024. District Counsel Tony Pires opened and closed the companion public hearing on the assessment roll; the board adopted Resolution 2024-08 after removing references to “Exhibit B.”
Both motions passed by unanimous voice vote (motion by Kurt Blumenthal; second by Robert Twombly). Chair Bob Schultz participated remotely with the board’s prior authorization to allow full participation via telephone/Zoom.
The meeting also addressed a new state requirement under House Bill 7013 that directs special districts to establish and report annual goals and performance measures. Counsel Tony Pires and District Manager Cleo Adams outlined three broad categories—Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability—and said staff will post an initial report complying with HB7013. The board approved the goals and the performance-measures framework and added a deadline: ‘‘The initial Report is due on December 1, 2025,’’ staff said.
