Woolwich Committee unanimously adopts consent agenda, awards resurfacing contracts and other measures

The Woolwich Township Committee unanimously approved a consent agenda of resolutions at its Dec. 15 meeting, covering a range of routine and project-specific actions including contract awards for road resurfacing and park construction payments.
Clerk Jessica Mignogna clarified for the record that Resolutions R-2025-332 and R-2025-333 had corrected contract labels after the township engineer pointed out the contracts were flipped; Contract A should have been Phase II for Arawark Paving Co., Inc., and Contract B should be Phase I for South State, Inc. The committee then adopted Resolutions R-2025-313 through R-2025-333 by unanimous roll call.
Key items in the consent package included a one-year farming lease renewal to Gary Stecher for municipally owned lands at Blocks 3/5 (total $2,600 for 2026); authorization of final payments and maintenance bond acceptance related to the FY2024 Local Recreation Improvement Grant for the Center Square Road walking trail rehabilitation; Payment No. 7 to Wyndham Construction LLC for Locke Avenue Park Development-Phase I; a negative change order of ($2,838.89) on the Center Square walking trail project; and the award of bid R-2025-332 to South State, Inc. not to exceed $248,207.95 for FY2024 NJDOT Trust Fund resurfacing of Garwin Road—Phase I and R-2025-333 to Arawark Paving Co., Inc. not to exceed $206,300.00 for Phase II.
The resolutions also included routine administrative items: escrow releases, final cash performance bond releases for subdivisions, authorizations for part-time plumbing subcode inspector and tax-collector adjustments, cancellation of de minimis tax amounts, budget appropriation transfers, and performance guarantees for street-opening permits. All motions carried on a unanimous roll call vote (Frederick, Minhas, Williams, Nocentino and Mayor Matthias voted yes).
The committee did not debate the individual resolutions in detail beyond the clerk’s correction about the resurfacing contracts. The approvals allow the township to proceed with the listed projects and payments and close out the listed administrative items.
