North Plains schedules UGB, voting-rules and budget work sessions; $60,000 refund eyed for AV upgrades

The council voted to postpone the UGB relook to a March 3, 2025 work session that will include the UGB Relook Committee. Councilor Michele McCall-Wallace asked for a work session to clarify how abstentions are counted and to review relevant charter and code sections; the council agreed to include that review in a longer all-day work session scheduled for March 16.
City Manager Bill Reid reported that the city received a $60,000 refund from the Oregon Employment Department and proposed using those funds for audiovisual improvements at the Jessie Mays Community Center to improve meeting capabilities. Council members reached consensus to allow Mr. Reid to gather estimates for the potential AV upgrades. Reid also emphasized the importance of adopting the fiscal year budget before July 1 and outlined the resolutions the council will need to pass, including adopting the budget, setting the property tax rate and electing to receive shared state revenues.
