Myrtle Creek council approves $287,000 engineering contract for water treatment plant expansion

The Myrtle Creek City Council on March 18 approved an agreement with Dyer Partnership Engineers & Planners Inc. to provide engineering and project management services for a planned expansion of the city’s water treatment plant.
City Administrator Lonnie Rainville and engineer Tyler Molatore outlined the project scope and schedule: an estimated project cost of about $2.3 million, a city grant award of $2.8 million to fund the work, design continuing through October 2025 and construction expected from March 2026 through March 2027. The council approved the Dyer contract in a motion that set the maximum contract value at $287,000 to be paid from EPA Community Grant Program funds.
The motion to approve was made by Councilor Diana Larson and seconded by Councilor Luke Dillon. The minutes record Councilors Robert Chaney Sr., Luke Dillon, Cathey Wragg, Diana Larson and Rick Held voting in favor.
The engineering agreement covers design and project management services needed to prepare bid documents and oversee construction. Rainville said the schedule and the grant funding informed the recommendation to proceed with the contract so the city can meet grant and design milestones.
With the contract approved, staff will proceed with the design phase and finalize bid documents ahead of the projected spring 2026 construction start.
