Merrill council adopts personnel job updates, fund transfers and first readings; liquor license approved with an abstention

At its Oct. 8 meeting the Merrill City Council approved several personnel job descriptions, interfund transfers and first readings of two ordinances, ratified multiple phone-poll actions and approved a liquor-license submission for Martin’s Food Center with one abstention noted.
The Merrill City Council on Oct. 8 approved a package of administrative and budgetary actions, adopted revised job descriptions for public-safety positions, and set two ordinances for second reading on Nov. 12, 2025.
Councilors moved and voted through several routine items on the consent agenda including approval of the Aug. 13, 2025 meeting minutes and multiple business licenses. The council ratified phone-poll actions that included an interfund loan transfer of $175,503.31 from the Water Sewer Reserve to the Street Fund Checking account (Resolution 2025-979) and authorized purchases for desktop computer towers and data-transfer work.
On fiscal and fleet matters the council approved accounts-payable items for August and September 2025 and accepted a bid from Les Schwab Tires ($2,132.64) to repair the axle and shock/strut assembly on a City 2017 Ford Explorer; the council also agreed to park the vehicle until repairs are complete.
Under personnel business, the council unanimously adopted revised job descriptions for Marshal (Resolution 2025-973), Officer (Resolution 2025-974), Sergeant (Resolution 2025-975) and Reserve Officer (Resolution 2025-976). Council also approved Resolution 2025-980 transferring funds to comply with budget-law rules and Resolution 2025-984 adopting employee black-out dates.
Two ordinances were read for the first time with no changes and advanced to a second reading on Nov. 12: Ordinance 2068 (amending Chapter 10, General Provisions) and Ordinance 2070 (amending Chapter 50, Water).
A liquor-license submission for Martin’s Food Center, presented by owner Kelly Phillips, was approved by the council; Councilor Johnson abstained from that vote due to a stated conflict of interest. The minutes record motions and vote tallies as noted in the council record.
The council listed future agenda items — IT contracting, a new website and code enforcement — and adjourned at 7:30 p.m.
