North Fond du Lac board discusses federal relief spending, Prospect Avenue study and hiring approvals

Village Administrator Nick Leonard updated the Board of Trustees on the Village’s use of State and Local Fiscal Recovery Funds (SLFRF), saying an updated list of proposed SLFRF uses was provided to trustees and that the Prospect Avenue study will be brought to the board at the next meeting. Leonard also said he will meet shortly with a vendor about security cameras for the Village.
Trustee John Duffy questioned a portion of Chapter 3 of the Human Resources Policy that required board approval for department-head hires and full-time positions. Duffy said approving all full-time positions at the board level “didn’t seem necessary” and suggested giving the Administrator authority for those hires. Trustees Mike Will, Ann Price and President Mike Streetar said they valued seeing hire notifications on the agenda, while Trustee Chuck Hornung said weekly reports were sufficient.
Administrator Leonard proposed a compromise to move department-head approvals where required to the consent agenda as confirmation rather than changing the policy. The board agreed with that approach and no formal policy amendment was taken at the meeting. No votes were recorded on the HR policy; the change is an administrative practice to place future full-time hire notifications on the consent agenda.
During consent discussion Leonard also clarified a budget detail: the Village’s wastewater treatment payment to the City of Fond du Lac included an $84,000 true-up for 2022 that he said may cause wastewater expenditures to exceed the 2023 budget even though 2022 was under budget overall. The board did not take additional action on that item at the meeting.
Next steps recorded in the minutes: staff will provide the Prospect Avenue study for the next meeting agenda and Leonard will meet with a security-camera vendor; the board requested periodic updates on the ARPA-funded municipal building study approved elsewhere on the agenda.
