Andy Creech, introduced to the committee as the Payette County Sheriff and chair of the Idaho Public Safety Communications Commission, told senators the rule change would reduce administrative burden and produce significant cost savings by permitting multi-year contracts instead of the current two-year limit. He told the committee that limits on contract length have created “hindrances to daily operations” and made some acquisitions fiscally unattainable under the existing administrative rules.
Senator Den Hartog noted the revision would allow the temporary rule to go into effect on a permanent basis. Senator Den Hartog moved to approve Docket No. 15-0601-2501; Senator Harris seconded the motion. The committee carried the motion by voice vote. The committee record shows a voice vote; no roll-call tally was recorded in the minutes.
The action advances the commission’s ability to pursue longer procurement terms for emergency communications equipment and services. The committee did not record additional conditions or amendments in the minutes. The meeting adjourned at 8:09 a.m.
