Senate State Affairs advances nominees to Idaho Commission on Human Rights; committee recommends confirmations

The Senate State Affairs Committee on Wednesday considered nominees and reappointments to the Idaho Commission on Human Rights and recommended at least one candidate for confirmation to the full Senate.
Gubernatorial appointee Leighton Linning of Ammon introduced himself to the committee, describing his education at Brigham Young University and a JD from Nashville School of Law and saying he worked with the Tennessee Human Rights Division during the MeToo period before returning to Idaho Falls to serve as a county prosecutor. "I hope to increase fairness and produce quick, impartial results," Linning told the committee when asked what he would like to accomplish during his term.
The committee also considered the reappointment of Brian Scigliano of Boise. Scigliano, who told the panel he has served on the Commission for 20 years, said the Commission had recently cleared a backlog and "moved complaints through quickly despite having had 80 cases just that month." He described the Commission's intake and filtering procedures and said the percentage of cases that ultimately show probable cause is small, while acknowledging that investigative cases can take longer to resolve.
After brief consideration, the committee voted by voice to send the gubernatorial reappointment of Megan Ronk to the Commission on Human Rights to the Senate with a recommendation for confirmation. Senator Anthon moved the recommendation and Senator Den Hartog seconded; the motion carried by voice vote.
