Merrill council directs police to handle seasonal code enforcement, hears public-works and website reports

MERRILL, Ore. — At its Nov. 12 meeting the Merrill City Council directed that Code Enforcement be handled by the Merrill Police Department on a seasonal basis from April 1 through Oct. 31 and received routine reports from police and public works staff.
Sergeant Hetherwick summarized recent police activity, noting five traffic stops (one citation), a located runaway juvenile who was found, welfare checks and harassment reports, assistance provided to California Child Protective Services for a child who attends Merrill Head Start, and patrol support for community events. He described a recent methamphetamine arrest as a joint operation involving state and Klamath Falls law-enforcement partners.
Public Works Director Matthews reported maintenance work across the system — including multiple lift-station and pump repairs, lagoon work, winterization and tree trimming — and said outside dumping revenues total about $65,000 to date. Matthews also said staff completed required continuing-education units for collection, treatment and distribution operations.
On technology matters, the council discussed contracting professional IT support for issues beyond city-staff expertise. Website consultant Jake Kandra recommended updating the existing site (themes and plugins), rotating seasonal photographs and addressing accessibility issues to bring the site closer to ADA compliance; the council authorized Kandra to continue working with the Recorder’s Office to resolve issues. Council consensus was also given to present a plaque or certificate recognizing volunteer David Wade for his service.
Council authorized the City Recorder to issue a letter allowing a resident at 220 Clay Street to remove sod and broken concrete in the public right-of-way adjacent to the property. Council members also finalized flyers and service dates for the Sky Lakes Mobile Health Clinic (Nov. 12 and Dec. 10, 2025), which will include clinical staff such as a nurse and Physician's Assistant Stuart Decher.
The meeting concluded with no public commenters and a unanimous adjournment at 7:14 p.m.
What this means: The decision to route seasonal code enforcement through the police department centralizes enforcement operations in the Police Department; the council did not adopt a separate ordinance for that change and treated it as a staff-direction item to be implemented administratively.
