Mosier council approves ODOT parking study participation, DOE grant reapplication and Well No. 5 easement
Summary
At its Sept. 3 meeting the Mosier City Council unanimously approved an intergovernmental agreement with ODOT for a parking and transit study, adopted Resolution #2025-10 to reapply for a DOE solar battery backup grant, authorized negotiation of a permanent easement for Well No. 5, and approved prior meeting minutes.
The Mosier City Council voted unanimously on several motions at its Sept. 3 meeting.
Approval of prior minutes: Councilor Gary Lindemyer moved to approve the Aug. 8, 2025 minutes; Councilor Ron Wright seconded and the motion passed with all in favor, none opposed and none abstaining.
ODOT Transportation and Growth Management agreement: Councilor Brenna Campbell moved that the council authorize City Manager Andrea Rogers to approve execution of an intergovernmental agreement with the Oregon Department of Transportation for a Transportation and Growth Management parking and transit study. Councilor Ron Wright seconded; the motion passed unanimously. Council members were told the study will require document review and limited staff time and could inform future grant applications; Coleman said the city is not obliged to immediately implement recommendations.
Resolution #2025-10 (DOE grant): Councilor Ron Wright moved to adopt Resolution #2025-10 authorizing application for a Community Renewable Energy Program grant from the Oregon Department of Energy; Councilor Gary Lindemyer seconded and the resolution was adopted with all in favor.
Well No. 5 easement: Councilor Brenna Campbell moved to approve the location for the construction and operation of Well No. 5 and to authorize the City Manager to negotiate and record a permanent easement agreement with the property owners on the terms presented. Councilor Ron Wright seconded; the motion passed unanimously.
All recorded motions at the meeting passed with unanimous support; no recorded votes opposed or abstained.
