Officials said county zoning still applies in some annexed areas until the city adopts a new comprehensive plan and updates zoning; staff and counsel said existing short‑term rentals in annexed areas continue under prior county rules until their county permits expire, at which point the city's short‑term rental ordinance would apply. The city currently has a moratorium on new short‑term rental applications within the city limits, staff said.
Commissioners asked for routine updates at future meetings so the body stays informed of changes affecting annexed properties. Staff also said the UDC committee has met once and plans to meet again on Jan. 22 to examine several UDC conflicts, including variance thresholds (a 25% limit was questioned), open‑space calculations and accessory dwelling unit rules. Commissioners requested that specific items, such as variance limits, be placed on a future agenda for discussion and refinement.
The commission did not take formal action on these items; staff asked commissioners to forward any UDC comments to Amanda so the committee can consider them.
