Merrill City Council approves permits, fund transfer and implements Merrill Mobile Manor water rates

The Merrill City Council on July 9, 2025, unanimously approved a package of routine actions including meeting-minute corrections, several planning permits, a budget transfer and a motion to implement water rates for Merrill Mobile Manor.
Councilor Gatliff requested a correction to the June 11 minutes (changing the year from 2024 to 2025). After the change was moved by Councilor Gatliff and seconded by Councilor Johnson, the council approved the amended minutes 4-0. The council also approved the June 11 special business meeting minutes and granted an annual business license to Paso Horse LLC by the same margin.
During the planning portion of the meeting, the council approved three land-use and permit items. Councilor McCollam moved and Councilor Baley seconded approval of File #13-2025 (Land Use Compatibility & Site Plan at 606 E. Second Street); the council likewise approved File #14-2025 (Fence Application at 102 Front Street with specified clear-vision and height requirements) and File #15-2025 (sign permit for Umpqua Bank to change signage to Columbia Bank). Each motion passed 4-0.
Councilors also approved routine financial actions. Councilor Gatliff moved to approve June 2025 accounts payable and the June 2025 water transfer; Councilor Baley seconded and the motion passed 4-0. City Recorder Rayna Hernandez explained the water transfer moves reserve dollars and noted the mechanics of the transfer.
On a separate motion, Councilor Gatliff moved and Councilor Johnson seconded approval of Resolution 2025-977, a transfer of funds to comply with budget law requirements; the motion passed 4-0.
In old business the council addressed Merrill Mobile Manor rates. Councilor McCollam moved to implement Merrill Mobile Manor water rates “in accordance with the Ordinance”; Councilor Gatliff seconded and the motion passed 4-0. Council requested that City Attorney Ratliff review related legal questions.
No members of the public spoke during the public-comment periods. The meeting adjourned at 7:08 p.m.
