CCI Managed Services warns of rising cyberattacks, proposes contract changes for Hartland

Michael Demars, president and owner of CCI Managed Services, told the Hartland Selectboard on Feb. 2 that the company has added services it previously offered as optional into the town’s service agreement and is proposing cost adjustments to reflect heightened risks.
"There has been an increase in Cyber Security attacks, including some that affected the town," Demars said, describing recent incidents that have led his firm to expand email security, two-factor authentication and staff-security training as part of the standard package.
The presentation outlined four areas of concern: increased phishing and email compromises, vulnerabilities tied to emerging AI tools, the need for multifactor authentication on municipal accounts and ongoing employee training. Demars said including those protections reduces risk but raises service costs; the board asked questions about scope and timing.
Selectboard members asked for specifics about services newly included in the agreement and whether the town could phase in enhancements. John Broker-Campbell, who later provided the Town Manager update, joined the discussion seeking clarity on cost timing and whether any incidents required emergency responses.
The Selectboard did not take a binding vote on the contract during the meeting. Members asked staff to follow up with detailed cost proposals and schedule options so the board can consider whether to amend the service agreement at a subsequent meeting.
The Selectboard is expected to review cost details and timetable for implementation at a future meeting if staff provide the requested breakdowns.
