Council creates Arts and Culture Commission after debate with former Cultural Council member

Public commenter Rona Sanchez, a former Cultural Council treasurer, told the council she raised funds and wrote grants for years and challenged language in the staff background that she said implied the volunteer council improperly used city resources. “When the cultural council was first started…there was no staff liaison, and this was added later,” Sanchez said, asking that the record not suggest the volunteers had been mismanaging resources.
Assistant City Manager Dylan Gibson told council the intent of transitioning the council into a commission is to strengthen future grant applications — notably to the Scientific & Cultural Facilities District (SCFD) — because an official city commission can submit applications in a way the former nonprofit structure limited. Gibson said Sanchez’s input was solicited while drafting the ordinance and that staff did not intend to criticize past volunteers.
Council approved the ordinance (first reading) by roll call; staff and several councilmembers also urged staff to find ways to publicly recognize long‑serving volunteers who helped build the Cultural Council’s programs.
Next steps: Staff will publish the ordinance changes, work with existing volunteers and commissions on transition plans and include the commission in grant application processes.
