Service Authority approves $13,189 no-cost change order as Perkins Corner decommissioning advances

Hamilton said the work was quoted at $13,189.75 and would be funded from roughly $36,400 of unused contingency in the original contract; staff characterized the revision as a reallocation of existing contract funds rather than an additional-cost change order.
Hamilton said the change order did not add time to the contract and that delaying repairs would likely increase cost or make the work impossible while the project is under construction. "We received a recommendation from the consulting engineers at RK&K that we use contingency money that was unspent to fund that change order," he told the board, and urged prompt action so the work could proceed.
A motion to authorize the no-cost change order for the Hopyard upgrade project passed by roll call. Board members also discussed whether to delegate authority to the general manager to approve future no-cost change orders; staff will draft proposed delegation language for a future meeting and ensure routine delegations are reflected in board reports.
On operations, Hamilton said the decommissioning sequence for Perkins Corner will begin in phases next week and emphasized that the work must be completed and paid for by Nov. 1 to qualify for ARPA reimbursements, and that the consent order deadline is Jan. 1, 2027. He also reported a recent Owen-system water main break that affected about 38 customers; the authority issued a boil-water advisory, delivered bottled water, and lifted the advisory after lab confirmation.
Next steps: The board asked staff to return with proposed delegation language for no-cost change orders and to continue regular reporting on the Perkins Corner decommissioning schedule and ARPA reimbursement milestones.
