At the April meeting the Jamestown City Council approved a one-time reimbursement of up to $1,000 for a local recovery-home operator who asked the city to provide starter supplies for residents completing rehabilitation.
Chair (speaker 1) introduced the public-comment item and asked the presenter to speak. Ricky Robbins (speaker 8), introduced by the chair as operating recovery housing, described running multiple private homes that house people after rehab and said most residents obtain employment while living there. Robbins asked the council for $1,000 to purchase starter kits (hygiene items, towels, socks) and said he could either turn receipts in for reimbursement or accept direct purchases. "I would just like to ask for just 1000 dollars just to help those guys out," Robbins said.
Council members asked clarifying questions about where the residents live, whether Russell County had been approached for help, and how long residents stay (Robbins said many stay roughly nine months to a year). Council members agreed that the program is producing positive outcomes for some residents and, after discussion about requiring receipts, the council voted to provide reimbursement up to $1,000 for the year upon submission of receipts.
The meeting also heard a brief request from a Russell County recovery-room representative (speaker 10, identified by the chair as Billy Dikes) seeking continued operational support, and a longer presentation (speaker 11) describing Corps of Engineers work and grants for Greasy Creekville park improvements; the latter speaker asked the council to consider annexation or corridor annexation to provide police presence and maintenance if the city wishes to support the grant-funded improvements.
Next steps: staff will prepare the reimbursement process for the $1,000 award and the council asked presenters to follow up with county officials where appropriate.
