The Jamestown City Council voted on Aug. 15 to adopt an updated personnel policies and procedures handbook as a municipal order, repealing the prior personnel ordinance. Council members said the change is intended to modernize employee rules and reduce liability and insurance costs, and the new municipal order takes effect immediately.
A representative from the Kentucky League of Cities (KLC) gave an overview of the handbook, emphasizing that adoption as a municipal order allows more rapid updates and can reduce the city’s insurance premiums by aligning policies with common risk-management practices. The presenter noted the document is a “living” manual that can be revised and that KLC will provide updated language for statutory changes at no additional cost.
Council members asked questions about specific items, including how the policy addresses workplace accommodations for employees with medical marijuana cards and how reasonable-suspicion testing would be handled. The KLC representative said supervisors would be trained to document outward signs of impairment and that the policy language is designed to be compliant with current state statutes.
The council moved, seconded and adopted the municipal order by voice vote. After the vote, the mayor said the prior policies “no longer exist” and thanked staff who helped with the update.
