Board approves routine contracts, capital‑project authorizations and an ordinance on towing; staff present multiple first readings and project updates

- Approved a professional services contract with RJ Young to digitize HR personnel records; staff said the work was budgeted and reviewed by legal. - Authorized advertisement for bids for the Old Taylor Road substation voltage regulator project to begin procurement and order long‑lead regulators (the project is expected to span two fiscal years; roughly $1.5 million is in this year's budget to start work). - Approved a professional services recommendation to retain Corbett Legg & Associates for lighting renovations at the Oxford Conference Center. - Authorized advertisement for bids for the Anderson Road piping segment to connect the large main to the future elevated tank site. - Voted to terminate the contract with Cleveland Construction for the Anderson Road water treatment plant upgrade (staff said the city will not spend the planned ~$2.5 million on that upgrade at this time and will reallocate MCWI reimbursement funds elsewhere). - Voted to extend a stop‑work notice for Anderson production wells #3 and #4 pending sampling and selection of an alternate site. - Approved a second reading and adopted an ordinance amending Chapter 102 on nonconsensual towing (the item had no public speakers at the hearing).

Staff also updated the board on the South Lamar sidewalk and multi‑use path project. Night work with a curb machine allowed the contractor to pour long stretches of curb overnight, but remaining driveway connections and sidewalk pours have required temporary lane closures that caused delays; staff reported a contractor estimate of $150,000–$200,000 to perform all remaining concrete pours at night and recommended negotiating pour windows to avoid school and university peak traffic.
Taken together the votes moved multiple procurement and contract decisions forward and left ordinance changes to return for second readings and public hearings where required.
