Pearlington board authorizes up to $120,822 for Oak Harbor water repairs

The Pearlington Water & Sewer District on May 21 approved a work authorization for DNA Underground, LLC to perform repairs and meter work in the Oak Harbor subdivision at an estimated cost not to exceed $120,822, to be paid from grant money the district received from the State of Mississippi.
Engineer Scott Burge told the board the scope includes exploratory leak location, water meter installations and repairs, water main and valve repairs, and necessary grading and seeding. The agreement is being executed under the Hancock County Utility Authority (HCUA) unit-price contract; the work authorization estimates a 20-work-day schedule.
The engineer also reported that the Mississippi Legislature appropriated $500,000 through Senate Bill 2465 for Oak Harbor water system improvements and that DNA Underground completed the initial connection work to the 12-inch main on Highway 90 under the HCUA contract. Burge said the longer-term Oak Harbor distribution replacement — needed to provide fire protection — carries a preliminary estimate of about $2.0 million. He advised that sewer rehabilitation for Oak Harbor will require additional funding and estimated preliminary repairs at about $56,118.
A written Notice to Proceed dated May 22, 2025 directs DNA Underground to start work on or before June 2 and to complete the authorized tasks within 20 work days. The contract documents include Change Order No. 1, which adds a time-and-materials option and lists labor and equipment hourly rates as well as a 20% markup for miscellaneous materials when appropriate.
The work authorization document and the contractor's estimate itemize labor, equipment and material costs and show the total estimated amount as $120,822. The engineer said some meter costs for Oak Harbor (RG3 — 75 meters, $16,182.75) will be paid through a well grant and installed by DNA as part of the repairs. The board agenda listed the work authorization for approval and the district subsequently issued the Notice to Proceed.
