City staff previews RSR 26 and Pump Station 11 work; Wave Street ADA paused until post‑Labor Day

City public-works staff updated the Measure P & S Oversight Committee on the city’s 2026 street-rehabilitation and reconstruction work, including project scheduling, condition surveys and next-step activities.
Max, the staff presenter, said North Fremont work has been completed at the city limits and that the city’s PCI (pavement condition index) and last-maintenance-date tables were included with the meeting packet. He said Wave Street ADA and pavement work is paused for the high-impact summer months and will resume after Labor Day; several curb-ramp replacements were completed before the suspension.
Max and other staff described coordination with Cal Am on a main replacement that will affect the timing of paving on CAS and El Dorado; staff said the final pavement work on some segments may not be completed until 2027 because Cal Am’s main replacement may be scheduled first. On the citywide resurfacing project RSR 26, Max said McKim Corporation was the low bidder and staff anticipate issuing a notice to proceed within upcoming weeks.
Committee members raised local concerns about specific streets with low PCI scores and asked for cost and timing context for full reclamation approaches on very deteriorated segments. Staff said some segments may require full-depth reclamation using on-site materials and that those designs and estimates are in progress.
The committee moved to receive the 2026 street-rehabilitation and reconstruction reports as presented; the item passed on a roll-call vote.
