Commission adopts six-month pilot for pavilion reservations and indoor athletic passes

The City Commission adopted two six-month pilot programs proposed by Leisure Services to (1) allow pavilion reservations at selected parks via the city's RecTrak platform and (2) introduce daily, monthly and annual indoor athletic passes that cover basketball, pickleball, volleyball and table-tennis activities.

Director Rob Salazar told the commission the pilot will begin Oct. 1 and launch at Rocko Park and Riverside Park, with signage and an online reservation process; staff will coordinate with Maintenance Operations to prepare venues and inspect after reservations are complete. Salazar proposed a tiered fee structure for pavilion rentals and a pass pricing plan for indoor athletics: daily pass $2 residents/$3 nonresidents; monthly $15/$20; annual $80/$100.

Salazar presented participation and revenue estimates: roughly 11,000 annual admissions across indoor athletics and a revenue forecast of $22,000—$33,000 if a $3 daily fee were charged (staff emphasized these are rough projections). Commissioners asked about net operating costs, conflict resolution when a pavilion is reserved but people are already using it, and geographical distribution of facilities; Salazar said signage, a posted non-emergency police number and a public-notice campaign would be used during the trial.

After questions, the commission voted to adopt the pilot and fee structure. City staff will monitor usage, impacts (including conflicts between first-come, first-served users and reservation holders), and staffing needs during the trial period and report back to the commission.
