Red Bank not pursuing FY25 Safe Streets for All grant, staff says financial commitment not feasible

Red Bank staff told commissioners on July 1 that the city will withdraw from a FY25 Safe Streets for All (SS4A) grant award after evaluating the project's long-term capital commitments.
A staff presenter said the city was honored to receive the award but, after review by public works, community development, administration and finance alongside the city manager and the capital improvements program, staff determined the size of the local financial commitment was not feasible at this time.
"The decision was not made lightly," the presenter said, adding staff recognized the value of the SS4A program but concluded limited capital resources should be directed toward higher CIP priorities for Red Bank residents.
Staff formally notified the Federal Highway Administration on 07/01/2026 of the city's decision to withdraw from pursuing the FY25 SS4A grant award. The presenter said the grants coordinator at FHWA (mister Jackson, as referenced) confirmed the agency would process the formal withdrawal and encouraged Red Bank to remain eligible for future competitive grants.
Staff said the withdrawal should not be viewed as a retreat from transportation safety work, but rather as a strategic choice to pursue future funding opportunities when local financing and long-term implementation plans are more viable.
