Yarmouth Affordable Housing Trust approves $200,000 Community Preservation application and authorizes staff salary funding

The Town of Yarmouth Affordable Housing Trust voted June 16 to approve a draft FY2028 Community Preservation application requesting a $200,000 annual General Deposit to the Trust and to authorize using Trust funds for staff payroll. The motion to submit the application passed unanimously after a motion by Trustee Robert C. Lawton, Jr., seconded by Trustee Mark Forest; Trustees Robert L. Whritenour, Jr., Robert Lawton and Mark Forest voted in favor.
The Trust also approved a motion, moved by Lawton and seconded by Forest, to expend up to $91,695 from General Deposit funds for regular salary expenses in Fiscal Year 2027 and up to $3,500 for overtime or temporary clerical staffing in the same fiscal year. That motion passed unanimously with the same roll call of trustees.
Trust staff identified the Community Housing Committee as the next recipient of the application. The Trust did not amend the requested amount during the meeting; the application as approved requests a $200,000 annual General Deposit to the Trust for FY2028.
During new-business discussion the board tabled an item about the Barnstable County Shared Regional Housing Program because Trustee Mark Forest, who serves as a County Commissioner, abstained from the matter. The Trust also heard updates on other housing work, including an Affordable Housing Acquisition RFP that was issued June 8 with responses due July 15 and staff reporting that thirteen prospective parties have requested the RFP.
The Trust adjourned at 10:24 AM after voting to close the meeting by motion of Lawton, seconded by Forest.
Next steps: the approved Community Preservation application will be submitted to the Community Housing Committee for consideration; the approved salary expenditures can be drawn from the Trust's General Deposit for Fiscal Year 2027 as authorized.
