Council adopts city attorney contract, approves consent agenda and advances Cisco zone change on first reading

The Wilsonville City Council on Tuesday took several formal actions: it approved a city attorney employment agreement, adopted the consent agenda, and advanced a zone map amendment to permit a Cisco facility expansion.
Employment agreement: Councilor Cunningham moved to adopt the city attorney employment agreement; Councilor Scholl seconded. The motion passed unanimously, 5–0. Mayor O'Neil and councilors thanked Amanda Hinman for her service during introductory remarks before the vote.
Consent agenda: Assistant city attorney read consent items that included Resolution 3275 (a professional services agreement for water treatment plant operations and maintenance owner’s‑representative services), Resolution 3276 (engineering services agreement with WSP USA Inc. for the Beckman Creek Sewer Interceptor and Trail Project), listed Capital Improvement Project numbers and approved the minutes of the June 15, 2026 council meeting. The council adopted the consent agenda by voice vote, 5–0.
Ordinance 904 — Cisco zone map amendment (1st reading): The council opened a public hearing and considered Ordinance 904, a first reading zone map amendment to rezone approximately 33 acres at 26120 Southwest Parkway Avenue from Future Development Agricultural Holding to Planned Development Industrial / Regionally Significant Industrial Area to accommodate a proposed Cisco facility expansion and master plan.
Senior Planner Chris Myers told the council the proposed rezoning would align the property with the city’s comprehensive plan and Metro’s Title 4 regional industrial map. Myers noted the Development Review Board (DRB) had recommended approval. The applicant’s representative said they had no additional comments beyond thanking staff for their work; senior DRB approvals for design items were already in place.
Public testimony included neighborhood support from long‑time resident Doris Whaler, who said the site had historically been intended for industrial use and that Cisco was an appropriate developer next to existing facilities. A neighbor asked about Parkway Avenue widening; staff said the Parkway build‑out (expanded right‑of‑way, sidewalks, bike lanes, street trees and truck‑capable lanes) is included in the approved development plan and would be required before full site occupancy unless local financing tools (e.g., a local improvement district) are used to phase construction.
Council President Berry moved to adopt Ordinance 904 on first reading; Councilor Scholl seconded. The motion passed unanimously, 5–0.
Next steps: Staff will return with the ordinance plan and report related to the Town Center development district (Ordinance 905) for a special late‑July work session where the council will review the full package and any recommended edits to the ballot title.
