City picks Pervis & Gray for next audit contract after reissued RFP

New Smyrna Beach — The City Commission unanimously approved a contract award to Pervis & Gray and Company as the city’s external auditor after a reissued request for proposals that produced two bids.
The move follows a June reissue of an RFP after an initial May solicitation returned a single response. City procurement staff told commissioners the selection committee ranked Pervis & Gray highest based on qualifications and references. "We re‑advertised it and opened up removing that qualification," procurement staff said of changes made after the first solicitation.
The decision prompted questions about whether one firm auditing both the city and the New Smyrna Beach Utilities Commission would create a conflict. Ron Whitesides of Pervis & Gray said his firm routinely audits municipal utilities and city entities and that "there is no accounting prohibition" on auditing both the city and its component unit. James Halloran of James Moore & Company, the incumbent, urged the commission to consider the value of historical knowledge: "We provided good service the past 5 years," he said.
Commissioners said the panel weighed technical qualifications, staffing and references. Vice Mayor Preen and the selection committee members explained their scoring process and said past performance is considered by the committee but not weighted outside the proposal criteria. The roll call vote was 5–0 in favor of Pervis & Gray.
Next steps: staff will finalize contract negotiations and return final contract documents for execution.
