The Charles Town Personnel Committee set expectations for the PayPoint and class-and-comp consultants' presentation scheduled for July 20, asking that presenters provide a comprehensive view of the proposed compensation package and be prepared to take questions from committee and council members.
Members said the previous presentation had focused on statistical analysis and urged the consultants to bring output-focused information the finance committee can use to determine whether a proposed 5% increase and related benefits are fiscally responsible beyond the first year. One member asked explicitly that presenters exclude or separate the utility board's numbers because the utility board operates on a different budget.
Committee members also discussed logistics: the July 20 council meeting is crowded, earlier or special scheduling might be needed, presenters indicated they expect to be in person, and members considered allotting an hour (or more) to allow time for questions and discussion.
Committee members agreed a high-level full-package presentation with opportunity to pause for questions would serve their need to understand long-term costs and make a recommendation to the full council and finance committee. The presentation will proceed on July 20 unless scheduling constraints force an alternative date.
