O'Fallon City Council approves annexation, mixed‑use project and $1.29 million warrant

The O'Fallon City Council on July 20 approved a package of second‑reading ordinances and a warrant totaling $1,294,841.04 during its regular meeting.
On separate second readings the council approved an ordinance amending business registrations (Title 11, Ch. 110); approved a mixed‑use development for Central Park Phase 2; approved annexation of roughly 40.02 acres at the Winter Creek subdivision; amended the future land use map and rezoned 1.01 acres at 115 Orchard Street as single‑family residential; approved Windsor Creek Phase 6 residential subdivision; and adopted amendments to chapters 30–32 of the city code. Council members made the motions on the floor and each measure passed following roll call votes.
Jessica Lotz, who moved several of the motions on second reading, stated on the floor, “I move that we approve on 2nd reading…” before the roll calls that resulted in the measures carrying.
The finance committee also brought warrant number 587 for approval in the amount of $1,294,841.04. A council member who identified themselves as an Ameren employee said, “As an Ameren employee, I do not … consent to all items listed with the exception of the multiple Ameren payments on page 2. And for that reason, I am abstaining from this vote.” The clerk recorded one abstention (Bohning) and the motion carried on roll call.
City staff noted that resolution 7.3 would be voted on after an executive session later in the evening. The council voted to enter executive session to discuss litigation, property and personnel and closed the public Zoom link for that portion of the meeting.
What happens next: For matters deferred to executive session the council indicated it would return and take votes on the previously announced items (7.1 and 7.3) after the closed meeting.
