Graphics Commission approves sign and banner variances across Columbus, including conditions on contested application

The Columbus Graphics Commission approved a string of sign- and banner-related variances at its July meeting, granting applicants permission to alter signage for schools, apartment complexes and businesses across the city.

Staff read applications and recommended approval on a series of cases: banner installations at two Columbus City Schools sites, a ground sign and special-permit request for an apartment-complex sign at Maddens Point Lane, wall- and monument-sign variances for several commercial properties, and a ground sign and electronic message center for Worthington Kilbourne High School. Commission staff noted that planning and traffic divisions generally had no comments on the individual proposals.

Why it matters: The approvals will let schools and businesses increase wayfinding and community outreach through larger or differently placed signs, but the commission imposed at least one condition after community opposition raised concerns about bringing an off-premises sign into conformance with newer rules under Title 34.

The contested Maddens Point application drew the most public scrutiny. Monica Tuttle, chair of the Northwest Civic zoning committee, told commissioners the sign "is actually a disallowed sign under title 34" and argued the property never obtained the special permit after a parcel split in the early 2010s. The applicant’s representative, Jim McFarland, said the sign had existed for decades and that the project had reduced the sign height from 20 to 17.5 feet; the applicant agreed to a further condition to reduce the height to a maximum of 15 feet rather than the 17.5 feet initially proposed. The commission approved that application with the 15-foot condition.

Carissa Izzo, representing Columbus City Schools, described the banner requests as grant-funded outreach to highlight schools and said the district was using funds "to increase knowledge about how great our schools are within the community." Commissioners approved both school-banner applications after staff noted positive area-committee recommendations and no opposing public testimony.

Other approvals included a request to relocate a wall sign at a Lakeshore Drive office building so existing tenants remain visible from the street; a monument-sign variance with automatic changeable copy at Worthington-Galena Road; a reduced-setback ground sign for First Church on North High Street; and a modest monument sign for a Taco Bell pad on Olentangy River Road that staff said was justified by the site’s size and wayfinding needs. The commission also approved a ground sign and an electronic message center for Worthington Kilbourne High School tied to a multi-million-dollar renovation; the applicant said the electronic board will be limited to school messaging, not commercial advertising.
