Committee sends community-grant recommendations to council; members debate small-request funding

Committee members told the Parks and Community Services Committee that they presented their community-grant recommendations to city council and that council will vote on the recommendations on July 7.

Chair said the presentation drew “very few questions and praise for all the work that the committee does,” and the committee expects finance to issue payables after council approval so recipients could receive funds by about August 1. “As soon as we get the approval from council, then I can submit that out…they should have it by August 1,” a committee member said.

The more substantive internal dispute concerned how the committee should treat small funding requests. Anita (Speaker 3) said it “just doesn’t sit right” when a small nonprofit is denied a small portion of its request while larger applicants receive proportionally higher amounts, and she urged either changing application language or adopting funding thresholds to allow full funding for certain small requests.

Other members cautioned that fully funding every small request could be unsustainable and could incentivize applicants to ask for more than they need. One committee member described the trade-offs as “tough calls” and noted the committee has historically exercised discretion case-by-case.

What’s next: the committee asked staff to consider adding clearer guidance to the application so applicants understand they may not receive full funding and to return to the matter later in the year for further discussion and possible procedural changes. The committee will not revise payments until after council action on July 7.
