Canby council authorizes MOU with Bac Ninh province and accepts transfer request for portion of South Ivy Street

The Canby City Council on May 20 adopted two resolutions: Resolution 1455 authorizes the mayor to sign a memorandum of understanding with Bac Ninh province (Vietnam) to pursue friendly cooperation on trade, cultural exchange and supply‑chain connections; Resolution 1456 authorizes the interim city administrator to enter an intergovernmental agreement with Clackamas County related to transfer of jurisdiction over a portion of South Ivy Street.
Jamie Sickle, the city's economic development director, said the MOU builds on a sister‑city relationship and is focused on "friendly cooperation" rather than creating enforceable legal obligations. She noted the visit was coordinated by the United Vietnam Alliance and local business leaders. "It's really about friendly cooperation, positive relations, strengthen cooperation and trade, industry investment, information exchange, and business partnerships," Sickle said, and added the MOU is not legally binding.
Council approved Resolution 1456 after staff explained the transfer follows project closeout and is the final step required under ORS for jurisdictional transfer. Public Works staff said city ownership of South Ivy Street will allow the city to pursue traffic‑safety changes such as adding a protected left‑turn lane or lowering speed limits and to coordinate with Clackamas County's traffic engineers. The mayor urged notifying the community of any speed changes and suggested increased Canby police patrols after any changes are implemented.
Both resolutions were adopted 4–0. City staff said the delegation from Bac Ninh will visit local businesses (including a tour of Dragonberry Produce) and that the MOU will be signed at a ceremony May 26. The jurisdiction transfer authorizes staff to finalize the intergovernmental agreement so the city may maintain and modify the section of South Ivy Street described in the packet.
