Council also approved the transfer of $7,760 in net proceeds from public-works surplus equipment sales (via GovDeals) into the maintenance supplies budget to support general properties. In addition, council accepted recoveries and rebates totaling $108,063—$38,063 into the general fund (insurance and other reimbursements) and $70,000 into the electric fund for transformer purchases—and created corresponding revenue and expenditure line items.
Council approved a $2,500 increase to the town’s sponsorship of the Central Virginia Business Coalition (bringing the total to $7,500) to support special events such as Center Fest and the Christmas parade. Finally, council approved an emergency budget amendment to spend $30,000 for an immediate chiller replacement after the municipal building’s HVAC chiller suffered catastrophic mechanical failure. Finance staff identified two unbudgeted revenue sources (personal property tax fund surplus and proceeds from a recent property sale) to cover the cost without using general contingency.
Council discussed long‑term renovation needs for Town Hall (215 East Main Street). Staff engaged Thompson Litton to design electrical and HVAC remediation work; construction could begin as early as August with possible completion next May, but the temporary $30,000 chiller may be removed during full renovations and the town intends to attempt to recover some replacement costs via future surplus sales.
