Bedford council approves AECOM contract scope to study proposed Amtrak stop, local match remains a hurdle

Council authorized the town manager to enter into a professional-services contract scope with AECOM to perform planning, environmental review and engineering work for a proposed Amtrak passenger stop, with the caveat that one contract clause (section 18.1) remain subject to final negotiation and town-attorney approval. Town Attorney Mike Lockerbie told council staff and the AECOM legal team were close but had not finalized precise language in that section.
Town Manager Bart Warner said the project has federal and state attention. He noted Congressman Morgan Griffith’s office secured a Federal Rail Administration planning grant covering environmental evaluation and engineering and that the town has already allocated $375,000 as an early local match for the planning stage. Warner cautioned, however, that if the project moves to construction, the local match could be as much as $5,000,000 and that any eventual station must meet Amtrak’s business model and approval.
The motion to approve the contract scope was made by Mayor CG Stanley and seconded by Councilman Todd Foreman; the motion, with the negotiated‑language condition, passed unanimously. Warner said staff will continue negotiating contract language and return with the finalized document for the town manager and town attorney to sign when section 18.1 is resolved.
Next steps: staff will finalize contract language on section 18.1, complete environmental and engineering work under the grant, and continue discussions with Amtrak and nearby counties about longer-term funding and local match requirements.
