Cheatham County approves MOA with NAVSURFWARCENDIV Crane and juvenile court copier lease

Cheatham County commissioners on May 18 authorized the county mayor to sign a Memorandum of Agreement (MOA) with NAVSURFWARCENDIV Crane to participate in the Law Enforcement Electro‑Optics Loan Program and approved a lease/service agreement for Juvenile Court with American Business Copiers.

The motion to allow Mayor Kerry McCarver to sign the MOA with NAVSURFWARCENDIV Crane was made by Commissioner B.J. Hudspeth and seconded by Commissioner Calton Blacker; the motion passed by roll call (10–0, 2 absent). Attachment A to the MOA lists electro‑optic equipment and an estimated total program cost of $3,000 for listed items; the MOA cites DoDI 4000.19 and SECNAVINST 5820.7C as authorities for the cooperation and identifies a one‑year term through May 1, 2027.

Commissioners also approved a contract/lease with American Business Copiers for Juvenile Court equipment and service. The lease paperwork in the packet shows a Canon imageRUNNER Advance DX C3926i with a monthly payment of $171.69 for 60 months; the county authorized the mayor’s signature on the contract by roll call vote (10–0, 2 absent).

Both approvals were recorded as routine contract authorizations in the meeting packet. The MOA includes standard terms on equipment custody, shipping responsibilities and a clause indicating the agency must return equipment or pay costs if the MOA is terminated. The copier agreement identifies service and supply inclusions and states that the county will pay invoices as billed under the lease.

Next steps: Mayor's office will execute the agreements; county departments named in the documents will follow the MOA and lease terms for equipment receipt, payment, and any required reporting.
