Council approves $3.5 million award to Texas Materials Group after low bidder found non-responsive

Council approved a resolution authorizing the city manager to award the citywide pavement preservation Phase 3 contract to Texas Materials Group Incorporated of Beaumont for $3,503,036.85 after staff determined the apparent low bidder lacked the required experience and therefore was non‑responsive.
Staff said five bids were received and the engineer's estimate was $4.2 million. The apparent low bidder did not demonstrate the required experience, equipment, resources or self‑performance capacity for this scope, and staff recommended rejection of that bid and award to the next lowest responsive and responsible bidder. The recommended contract includes paving, milling, localized asphalt-stabilized base repairs and thin asphalt concrete overlays on 22 streets with a contract time for substantial completion of 245 calendar days.
Councilmembers requested the public works department and communications post the specific list of 22 streets and include complaint contacts so residents know how to report issues during construction. Councilmember Crenshaw praised the selected firm and staff vetting: "I think Texas Materials Group is a good company... I'm very pleased to see them get awarded this contract," he said.
The council approved the resolution by voice vote. Staff said funds are available from certificates of obligation and that the city has a long working relationship with Texas Materials Group, which is also a materials supplier on other local projects.
