Trumbull council approves appointments, $30,000 for site surveys and police union agreement

The Trumbull Town Council approved a slate of resolutions at its July 13 meeting, including two appointments, a $30,000 appropriation to evaluate vacant properties for public-safety use and funding for a tentative agreement with the town’s police union.
By unanimous consent the council approved Resolution TC31-50, appointing James Lucas as an alternate to the Inland Wetlands & Watercourses Commission through December 2028, and TC31-51, appointing Christopher DeCruze as an alternate to the Board of Finance through December 2027. Both appointments had unanimous support from the L&A committee and were adopted unanimously by the council.
The council then adopted Resolution TC31-47, appropriating $30,000 from the General Fund to 01030200-578802 to pay for environmental surveys at three vacant properties. Director of Public Works George Estrada said the work responds to a public-safety concern at a secluded site, that the town will seek at least one additional price from its list of prequalified vendors (Eagle Environmental was used as a baseline), and that samples will be sent to labs with results expected in about two to three weeks. Estrada said certification and insurance requirements will determine when first responders can use any cleared properties.
The council approved the appropriation as emergency legislation and adopted the measure unanimously. The chair said the town intends to move quickly once lab results are returned so the properties can be evaluated for disposition and possible use by first responders.
On labor matters, the council approved funding for the tentative agreement between the Town of Trumbull and Fraternal Order of Police Lodge 158 covering July 1, 2025, through June 30, 2029. The L&A Committee met July 8 and the council entered executive session at the July 13 meeting to discuss the agreement with town staff and union representatives present. The resolution was adopted unanimously and also passed as emergency legislation.
The council further authorized the Town Attorney to settle a workers’ compensation claim, Shawn Sember v. Town of Trumbull, by adopting Resolution TC31-49. That measure also followed a unanimous L&A committee recommendation and was adopted unanimously by the council.
The meeting concluded with no further business; the council adjourned at 8:51 p.m.
