The Mount Angel City Council approved three procurement actions during the meeting.
John and Franklin Street overlay: Public works staff recommended awarding the John and Franklin Street overlay (schedules A and B) to the lowest responsive bidder for a total contract price of $443,390 with a $30,000 contingency. Staff noted the grant-funded portion of the work is approximately $287,470. Council moved to award the contract and the motion passed.
Emergency towing contract: The city manager explained the existing emergency tow contract had been extended in the past and that a recent RFP produced a single responsive bidder. Council authorized the city manager to enter into an emergency towing contract with Premier Towing of Silverton to provide emergency tow services for the Mount Angel Police Department.
Police vehicle lease: Staff presented a lease-purchase plan for a police patrol vehicle with an initial acquisition amount of $16,536 and projected payments of $16,136 per year for three additional years (a total shown as $59,912.15). Council reaffirmed the appropriation in the adopted fiscal-year budget and authorized the city manager to execute the acquisition documents.
Votes and procedure: Motions on the overlay contract and the vehicle lease were moved and seconded and recorded as passing; council voiced aye votes during roll call for the motions. The emergency towing authorization was also approved. The city manager and public-works director will proceed with contract execution and scheduling as directed by council.
