Staff proposes psilocybin ban referral, unveils new Mount Angel logo designs

A city staff member told the Mount Angel City Council Sept. 6 that staff is prepared to draft an ordinance that would prohibit establishments offering psilocybin services in the city and to refer the measure to voters if council directs.

The staff member described the proposed local ban as targeting sales, production and distribution locations that would provide psilocybin-assisted services; the speaker emphasized that private personal use in a private residence would remain governed by state law and was not the subject of the proposed local ban. "I'd like to float an ordinance as council to ban psilocybin and its use within the city of Mount Angel," the staff member said, adding the goal was to prohibit locations that would provide that kind of treatment in town.

Councilors asked whether private use in homes would be affected; the staff member confirmed the proposal is intended to block location-based facilities rather than private personal use. Staff suggested an ordinance could be prepared for a future meeting and possibly placed before voters at the earliest available election opportunity.

Separately, staff presented new logo and branding designs for the city, saying the current logo is difficult to reproduce on plaques, shirts and other materials. Staff described a cleaner, more reproducible design that maintains some Bavarian elements and that leadership and staff support moving forward unless council objects.

Next steps: staff will return with ordinance language and additional information about the ballot timeline if council directs; staff will also proceed with branding planning unless council raises objections.
