Several aldermen responded that state statute governs appointments and that the statute provides limited guidance on precise timelines; one council member pointed to RSMO 110.100 as potentially enabling local clarifications, while others cautioned against over‑legislating for a rare circumstance. Members agreed to consult the city attorney and consider whether an ordinance consistent with state law is possible.
No vote or ordinance was adopted at the meeting. Board members said they would seek legal guidance and could return to the matter in a subsequent session if staff or counsel determine there is authority to adopt local procedures.
