Developer presents concept for 300-unit mixed-income for-sale project outside Molalla UGB

During public comment, resident Brian Riick outlined a conceptual affordable housing development on land just outside Molalla’s urban growth boundary at the corner of Wallowa Avenue and Warwick Road.
Riick said the project envisions roughly 300 for-sale housing units across a mixed-use, approximately 6-acre site with commercial space on the ground floors and housing above. He said the development would provide homes at a range of incomes and could create between about 150 and 500 jobs in the commercial plaza, and that he is coordinating with city staff on sewer capacity, sidewalks and other infrastructure. "It's going to have around 300 housing units. They will be for sale units, not rental units," Riick said.
Assistant City Manager Matt Cortell told the council Riick has been involved in the UGB conversation and that the parcel is currently outside the urban growth boundary but was identified as a candidate for potential expansion. Cortell emphasized that any development would depend on the outcome of the UGB process and city decisions on infrastructure capacity.
Next steps: staff offered to include the developer’s materials in a future packet and indicated the UGB advisory process and infrastructure review would determine whether and when the project could proceed.
