Molalla council initiates street-vacation process for portion of Hezi Lane

The Molalla City Council voted to initiate street-vacation proceedings for a portion of Hezi Lane that bisects the middle- and elementary-school property. Staff said the action begins the formal vacation process and provides opportunities for public input later in the approval sequence.

Assistant city manager (staff) explained the item and noted the planning commission recommended proceeding. A councilor asked whether the action would require additional public hearings; staff confirmed it does and that this resolution authorizes staff to begin the necessary work and notifications.

Councilor Vicenius abstained from the vote because of a stated potential conflict of interest: "I live on Hesi Lane," the councilor said, and indicated they would abstain. The council approved the motion to initiate proceedings 6-0 with one abstention.

What it does and what it does not: staff stressed this action merely starts the vacation process; it does not itself vacate the street, change property ownership, or finalize easements. Future hearings and required notices will allow school staff, neighboring residents and other stakeholders to participate.

Next steps: staff will proceed with the statutory notice and hearing process and return to council with any proposals or public comments collected during the vacation proceedings.
