Silver Creek Township supervisors approve $30,000 for crack-filling, advance two hiring offers; residents oppose dog ordinance changes

The Silver Creek Township Board of Supervisors on Feb. 5, 2026 approved funding for road crack-filling, advanced hiring offers for two township positions and heard several residents oppose proposed changes to the township’s dog ordinance.
At a meeting called to order by Chair Mike Helman, the board approved an expenditure of up to $30,000 for crack-filling after reviewing quotes; Supervisor Andy Christensen moved to approve the work and Supervisor Ryan Nelson seconded, with the motion carried 4-0. The board also approved routine disbursements and noted that checks 19769, 19770 and 19773 were matched to approved disbursements.
Chair Helman reported that the township processed its first payroll through ADP. On personnel matters, Helman presented results from interviews for the clerk/treasurer position and recommended hiring the top-scoring candidate. Supervisor Andy Christensen moved that Helman extend an offer of $28.00 per hour for six months, with a favorable review raising pay to $30.00 and a provision that 16 hours of PTO not be used in the first six months; Supervisor Sandy Forsman seconded. The minutes record that motion carried 3-0 with Supervisor Ryan Nelson abstaining. The board said it will announce the candidate’s name after a formal offer is accepted.
Helman and staff member Chris Kline presented a maintenance-candidate recommendation. Supervisor Ryan Nelson moved to extend an offer up to $35.00 per hour, seconded by Supervisor Andy Christensen; the motion carried 4-0. The board said the maintenance candidate’s name will be released after the formal offer is accepted.
During the public comment period on the tabled dog ordinance changes, seven residents spoke against any revisions. Chair Helman told speakers the board would not respond until a future meeting and that the ordinance discussion remains tabled pending further guidance from the township attorney.
Under new business, the board received two nuisance complaints about animals. For property ID 216100332201, Helman reported the owner has four dogs and read county ordinance language; he said the owner may need to apply for an interim use permit or to be designated as a dog kennel if the situation continues, and that he would work with the property owner and county to pursue compliance. For property ID 216100332202, the board was told the property may have more horses than allowed per acre; Helman said he would contact the county to clarify the limit.
The minutes record that a motion to adjourn was made by Supervisor Brandon Geyen and seconded by Supervisor Andy Christensen and carried 3-0; the meeting adjourned at 8:05 p.m. (The minutes also list Supervisor Geyen as absent earlier in the document.)
