Commission schedules site visit for proposed addition at 131 Montrose Avenue

Paul Fonokeo of PGF & Associates presented a Notice of Intent on July 21 for a 28-by-40 addition at 131 Montrose Avenue on behalf of applicant Ronnie Mendez. Fonokeo said the property is a roughly 2.6-acre lot with wetlands flagged across the site and that the proposed addition would be approximately 19 feet from the wetland line at its closest point.

The design includes a subsurface infiltration system composed of Caltech plastic chambers, crushed stone and filter fabric; Fonokeo said the system is sized to handle a 100‑year storm event and that the contractor will install silt fence and a silt sock along work limits. Commissioners asked technical questions about elevation, contours and stormwater handling; Fonokeo said there will be four rows of chambers (12 units total) beneath the proposed addition, and explained that roof runoff will be directed into the infiltration system.

Several commissioners requested a site visit so the commission could see the proposed footprint and the proposed location of the infiltration feature in the field. The applicant’s representative agreed to stake the addition and the infiltration feature prior to the visit. The commission scheduled a site visit for Monday the 27th at 6:30 p.m. and staff said they would confirm logistics and parking.

What’s next: staff and the applicant will coordinate a marked site for the commission walk; the hearing will be resumed at the next regular meeting after the site visit so commissioners can take further action with the field observations included in the record.
